When i start any product packaging design, first of all i follow brand guidline like, brand name and logo, size, colors, position, fonts style etc. and then i try how to show the product title prominently, i love to design simple and elegantly, During the project, sometime i have ask the buyers if they have any special requierments, i use some asthetic shapes, curves etc. and then i complete the proejct with necessary writings like, descriptions, warnings, how to use etc.

Depends on the size of the packaging. If it's on the smaller side with loads of text practicality wins. If you have a lot of space, you can be more creative. 

I like to add all the required text and assets (barcode etc) to start with so you know how much space you're working with and then you can go crazy with the creative.
