Give yourself some freedom to meander on a topic if you'd like, but stick to the overall outline as much as you can. As your podcast grows, you'll have a dependable and expected flow to the episodes. For example, you may start out with a monologue on a given topic, and then roll into a guest segment. Then you might have an ad break, resume the guest segment, conclude the episode, etc. Making this flow predictable will create a better experience for guests, and will help you keep podcast content organized which makes a better episode.
