Well, they're both crucial and if you leave one or the other out, it's not a cake anymore. Perceiving game development as a tug-of-war between narrative and gameplay mechanics often leads to focusing too much on the icing or on the filling, which ultimately leaves the cake (or the game) as something that more or less fails as a completed work. The gameplay mechanics are nothing more than the way that the players respond to the question "how can I do something" while the narrative (in whatever shape or from) answers the questions of "what should I actually do and why do I want to do it". Through the continued connection and overlap between those questions and their in-game answers the actual title slowly emerges. So, how to balance the icing and the filling? With each step, always knowing that the important thing is the cake (the game) and not its individual elements.
