I'd argue that intentional tailoring is exactly what lends that personal touch. Reference something either about the company you’re applying to or even the person you’re reaching out to (a little flattery never hurts). Highly dependent on the situation/who you’re addressing, but even if this is your 25th application - what makes this role special to you? What piqued your interest? People want to work with those who are truly passionate and excited to be part of their team, period. The perfect place to demonstrate this interest and enthusiasm is in a personal, meaningful note to introduce your resume.
