This GLOCAL Marketing technique has been used by many Brands in a hidden way and I am decoding this for many years and implementing its best practices in my approach of Organic and Paid marketing. One of the global brand I would say is BATA (footwear and apparel) using this approach and successfully making this strategy working for so many years. I followed their CMOs interviews and found how clever they are in studying the very core need of the consumer fulfilled by only local vendors. Bata not only just tap that segment but also portrayed themselves as small as their local vendor but in very spacious outlet which they feel easy to shop in comparison to their local vendors. They kep pricing, style, models and distribution channels very similar to local vendors and never tried to show that they are brand and has more products. Their outlet doesn't showcase any of their other product lines or any other presence around the globe till last year. I believe smart people will scratch the idea behind this strategy and can contribute more to the very core thought I just shared.
